Virginia Pre-Paid with Charter Schools?

There's a big push by UVa., Virginia Tech and William & Mary to attain "charter" status for their universities. The upshot of this would be greatly increased financial autonomy, coupled with the ability to raise in-state tuition rates substantially. What I haven't seen is how that would affect the Virginia PrePaid Tuition program. Has anyone on this board heard what will happen if the charter plan goes through? Thanks again.
