I work as an independent contractor for a company out of the UK and I live here in the US. They do not provide me with a 1099 or with a W2. Do I claim this income as foreign income and if so then that means I am not eligible for the EIC is this correct. Also as an independant contractor then I am considered self employeed is that right?

You need to read a section from IRS Pub 17 titled "Foreign Employer" found on page 47. http://www.irs.gov/formspubs/lists/0,,id=97819,00.html
You claim this as self employment income, and you will need to pay self employment taxes too.
EIC is determined from your income, filing status and number of depedents. 2 dependents will maximize any EIC for which you qualify.
