Is there anyone out there familiar with this program?

One of my wife's co-workers used this for his daughter and is sending her to college today (in-state only) at 1994's (when he initiated the fund) prices.
I was wondering if anyone has done this/heard about it.

That is the Texas Prepaid Tuition that your wife's coworker used.
Prepaid plans work that way - more or less, depending upon the plan's specifics.
And Texas was a pretty good one (not all states have had prepaid plans although virtually all now have 529 savings plans).
But states were finding it hard in the early 2000s to keep the prepaid plans actuarial requirements intact (i.e., investments weren't keeping up with the pace of tuition increases), and a lot of state prepaid plans closed or were significantly modified.
Texas closed its plan to new enrollments in mid-2003. I think it is unlikely that it will ever open again.

In IL we have a similar plan called college illinois
