Just got this:

"Your account on Kiplinger.com Community has been locked because someone has tried to log into the account with the wrong password more than 5 times. You will be able to attempt to log in again in another 15 minutes.

The person trying to log into your account had the following IP address: 70.86.138.114"


I don't think this person should be allowed to try 5 more times in 15 minutes. I should get an email saying "click here to auto-reset the password" or some such and it should be locked out until then.

I Googled this IP address and see that it is getting somewhat "famous" with 133 results coming back, and it appears to be for the same issue you mentioned - someone trying to log into people's accounts.
Here is what "WhatIsMyIPAddress.com" had to show...
Country - United States
State/Region - TX
City - Dallas
Postal Code - 75207

Also, http://answers.yahoo.com/question/index?qid=20070619092942AAfdm4v shows answers to others asking about "who is trying to log into my account".

People who do this stuff, and those who create computer viruses, really need to go out and get a life!
