another question

As I wait for the close on my deal I have another question if I may:

The work needing done to my project is as follows:

*The porch needs repaired (pulled away from the house)

*The electric needs upgraded from fuses to breakers

*Carpet,painting,and general cosmetic work is all that is left

*Kitchen floor and bathroom floor

*All windows are good, kitchen cabinets are good, and tub and shower are good

What types of permits will I need, and how do I go about getting them?? Or do I have the contractprs handle that?

The house is in Pittsburgh PA
